The problem with mergers are , Paying off the Debt ! Example given Penns Manor .  They Have relatively new buildings and therefore probably have substantial debt . Under current rules The taxpayers from PM would have to pay off the debt before they merge. Taxpayer backlash would end the merger plans.

Like I said, it's a complicated problem with no real solution in sight. It probably should have been done long ago, but since it wasn't we will have theses small number issues in football and other activities. Schools will co-op to try to address the immediate problem of small participants, and the real issue will be ignored. In any event, until a school is able to have a roster at least in the upper 20s (through co-ops or any other means) these forfeits will continue to pop up no matter the punitive consequences. Just my two cents.

Hats off to all the contributors to this thread, it is nice to have a good thread with tons of responses on here, lots of opinions.

Conemaugh Valley:  superintendent, high school principal, elementary principal, business manager

Richland:  superintendent, director of educational services (head football coach), high school principal, assistant principal, elementary principal, business manager

Forest Hills:  superintendent, director of education services, high school principal, assistant high school principal, junior high principal, elementary principal, assistant elementary principal, business manager

Consolidation means bigger schools and more administrators.
