There is a forfeit clause also, I have not seen it in written form, but it sounds like it is not in Bc best interest to forfeit games.
Also I was told BC is required to play as AA school

Why is there hesitation in making Bishop Carroll a permanent member? In a few years conferences in that area will be thirsty for members because there will be less teams because of co-oping. The Heritage and West Penn Conferences will be in a battle against each other to keep their conferences full of tmembers, so don't be surprised if the Heritage and West Penn present their best enticements to Bishop Carroll instead of their least.
