Did this proposal do anything about charters?

Re: Scott Conklin's proposed bill
All the proposal does is cancel out the 1972 law that says the PIAA must include catholic schools. In 72 there weren’t any charters. It’s doesnt define anything nor attempt to fix anything. It’s basically a sentence or two

Re: Scott Conklin's proposed bill
My thinking is that this bill does repeal the 1972 rule then the PIAA and the local districts get it right and stop these transfers from public to public and not let them happen. At least make the transfers disqualified athletically to compete for the new school. If the transfer isn't athletically motivated then the transfers are okay. I would assume charter schools would compete with the church school since they would not be border controlled public schools.
