I don't think there is an age minimum for legion, only a max age.

I believe if you are finishing your frosh year heading into summer or Legion season, you are old enough, so yes, there is a minimum. Just not positive of the specifics. League limit of 16 roster, so not like there is a JV Legion team for kids riding the pine, or those same frosh kids. Plus Legion lets kids who have graduated play one more season, depending on when their birthday is.

No, it says you can't be born before January 1st, ______ and increases by one year each year. No age minimum.

I've seen 15yr olds play Legion. Actually, a couple years ago, Portage had a younger brother of 1 of their players show up and play, so they didn't have to forfeit, and I'm pretty sure he was younger than 15. Max age is, you can't be 19 before January 1st of a given year, so there are some 19yr olds playing. And, Roster max is 18 players (used to be 20, changed a couple years ago).

Johnstown AAABA only has five teams and Altoona only has two. Could it be related? Could it be there are less people in this area than 10-15 yrs ago?
Johnstown is the only town where you have more good 16 yr old kids playing Colt over Legion. The reason for that anomaly is that every kid/parent thinks they will play in the AAABA tournament if they play in the league. Just like every skinny travel kid thinks they will get a D1 offer because they have a Flood City hat.
The Colt age nationally is 16U, not 17. Johnstown changed the age a few years ago to keep their league going or it would have folded. The USA has over 5,000 legion teams and its World Series is televised on ESPN. AAABA and Colt are based in rural Western PA. Need I say more on the topic?

2. The Legion World Series is on ESPN??? I haven't seen it, it must be on The Ocho.

The Colt League age was a corresponding move to the AAABA expanding heir age, the league wasn't in danger of folding. There was 7 teams in the league last year, the league was operating with 5 teams for a while before that.
I think the interest in playing Colt over Legion was for the reasons I stated, lack of solid Legion programs in the area and less travel.

The travel issue is bogus. Parents take their under-driving-age kids everywhere. Once they are 16, or Legion age, some parents still take their kids to games, but many kids have their own access to family 2nd or 3rd cars, and lots of players will ride together to games.

I think Saw_Oww is right in saying that kids / parents feel that if they play colt it all but assures them a roster spot on a AAABA team. That and let's face it, kids (and adults) in modern day are materialistic - and I'm guilty of it as well. Most legion programs don't have a lot of money to give kids shirts, sweats, 2 or 3 hats, jackets etc. Kids walk away from colt leagues with at least a half dozen new clothing items, when in legion they get a hat, which I'm sure is used the next year for some teams.
