how about increasing the team budget? You got the core youth roster. Now invest some solid money into rounding up the team. Pirates are definitely marketable and fans always loyal. They should easily be able to afford 1 or 2 more stars in that roster

There's 12,802,503 people in PA. Divide that in half. Almost 6.5 million. if we all give $5, we can get a really good pitcher for $30 Mil.

I think they wanted to bring Happ back, bit the third year Toronto offered scared them away. Happ's career numbers were below average and all the sudden he comes to Pittsburgh and he's a viable #2-3 starter, it made no sense. He followed up last year's run with a pretty good season this year, but I could see him falling back to his career norms next season.
Happ would look good on this year's team, but he's hard to project moving forward.
I don't think the Pirates accounted for a few things with their starting rotation, mainly Liriano regressing for no real good reason, and Jon Niese being as bad as he turned out to be. If Liriano would be pitching like he has the past few years, the Happ thing wouldn't even really be an issue.
Happ would look good on this year's team, but he's hard to project moving forward.

I keep coming back to Ray Searage's ability with reclamation projects. But why then do some of them Locke, Nicasio, Niese, etc. suddenly 'lose it'. IDK

I think Searage is a good pitching coach and had a run of success, but it's tough to keep asking him to fix everyone's problems. They also lost Jim Benedict to the Marlins, he was a big part of the Pirates' pitching program. Perhaps him being gone put too much on Searage this season.
