It makes me scratch my head, about a D6 Champion, 34-1 record, and doesn't get a first round bye but a D5 Champ with 2 losses does.

If seeding for regionals is done with the same criteria as district 5, then overall records (if they are close) between two guys is the least valuable statistic. The value of opponents faced and overall finish at states last year (again, in this case at least) would be more important to seeding then overall records. 2nd place (Gabriel) finish earns 70 points and 5th place (Law) 55 points. I believe they multiply that # by 2 which gives you the separation. As far as records the points given for that usually is within
a few points swing and the competition points max out at 100. So the way this sets up is primarily on last years overall performance in
the post season. If you beat King Kong three times this year it wouldn't really do you any good if someone placed higher than you in
the post season last year.

Here is the D5 criteria. Again, I am not sure if its the same for Regionals.

Past placement or Prestige Points x 2 (Example State 5th=80 Points x 2 = 160 Points
Record- Wins/Overall record Example 26 Wins 2 loses 26/28 = .928
Competition points- Max. allowed is 100 (Each past District, regional and state place winner has a value for a win or loss
Many wrestlers hit this mark and makes it somewhat irrelevant
Now each District has a bit different point system but, they are all similar
As you can see prestige points (past placement) really overrides the rest of it.

Agreed. Even if that number isn't multiplied by 2 I would think Gabriel would have enough of a gap to score the top seed.
