Football in District V is not an "open" tournament. a set # of qualifiers is declared (2 in 'AA' in this case) and if your team is in that slot, you are expected to be a part. Consequences?, sure. Don't enter this year and four years later if/when you are 7-3 or 8-2, the District Committee may have proposed sanctions that would leave you at home that year too.
The policies you are referring to are ones that might be set in place when Districts have "open" tournaments. The school,themselves, decides who participates. D 'VI' runs most of their tourneys that way. To give their teams incentive though, a lot of schools say we won't be a part unless criteria is met.

So when was the last time D V santioned a team from the playoffs for doing this?

I understand but by leaving it up to the schools you end up with a watered down field. At least last year in District 6A you had to have four wins which would make a 4-5 team eligible.

They should go back to allowing no more than four teams from district six making the playoffs. These playoffs drag on way too long.
