Blairsville # 1 State # 2 in district seedings

I know THE CHOPS posted "Conemaugh Valley the number 1 seed," but do you think it has ever happened that a number one ranked team in the state was seeded number 2 in a District playoff seeding? I know seedings dont mean much, but this is somewhat halarious. Has anyone seen anything like this??
